Receiving Spam from a lot of IP of Servers that create email with own domains

Hi, we have a problem with Spam. We are receiving a lot of email Spam from other servers IP, and they are inventing email accounts with my domins hosted in my VPS service.

Which is the better option to block them?

To block IP by IP or to use an Anti-Spam.
