remote access / returns login html

    I am trying to run the example remote access php example from cpanel.net :


    PHP:
    require_once '/usr/local/cpanel/Cpanel/Accounting.php.inc';
    $host "localhost";
    $user "root";
    $accesshash 'hash';
    //support # : c12024c15c132252
    $accts listaccts($host,$user,$accesshash,1);
    print_r($accts);
    $pkgs listpkgs($host,$user,$accesshash,1);
    print_r($pkgs);
    And I get results like :

    It's the login page, turned into an array.

    I am sure I got the hash right, and the it doesn't seem like cpanel needs curl or anything in this case, what could be the possible causes?
