trouble setting up remote mysql server in WHM

I have two servers www1 and db1. I would like phpMyAdmin to access db1 because there is NO database on www1.

I have gone to Main >> Mysql >> Setup Remote MySQL server in WHM. When I fill in the fields and hit "Go" this is what I get:

Copying Mysql setup script.....0%.. ..100%.. ...Done
    Running Mysql Script...
Using 67.xx.xx.68 as the access ip
    Updating /scripts...Done
ERROR 1045: Access denied for user: '"root"@localhost' (Using password: YES)
    /etc/wwwacct.conf not found
    Attempting to restart mysql
    Waiting for mysql to restart....
I do have root@localhost in the MySQL DB so I'm not sure why I'm getting this error.

    Here is my version info:

    WHM 9.7.2 cPanel 9.7.7-R15
    RedHat Enterprise 3 i686 - WHM X v3.1.0

Thanks for any help you can provide.

localhost referes to the local computer that cPanel is running on, if this is a remote mysql servers ip. as it stands you are trying to log into the local machines mysql dbase.
