I was unable to find a howto on mysql install. Does cpanel need to be installed on the mysql remote server? I gives errors about not being able to find some cpanel config file.

remote mysql server is remote mysql server (i.e. you should only install mysql server here and may be phpmyadmin for easy management). you need allow cpanel server access to remote mysql server and after this you should setup access to remote mysql server in WHM panel.
The internet have a ton of howto about mysql installation, just google it.
