Hey there! I spoke with the User Interface team, and there is not a supported way to remove the footer at this time. The Help and Documentation links can be changed from WHM >> Customization.
I think this is a great idea. Give those that pay for the license the built-in option to customize cPanel to fit their needs. If the licensee chooses to white label their product, so be it.
