Is there a way to remove the ability on a single account to sendmail through the php mail function and sendmail and only allow that account to sendmail using the smtp function?

Just for that account only, non others? I am having trouble with this HSBC hacking prank getting in on a joomla 1.20 account. They used to be on Bluehost and they were having problems with hackers to begin with. So he switched to me and changed all his passwords. I know it's not joomla because I have re-installed it from the original version many times and have double checked it against the original.

Could it be the frontpage extensions? How would I check to see how these people are getting in?

I want to disable the function to sendmail using everything but smtp from PHP so that even when they get in they can't do much of what they are currently doing.
