You can disable any functionality offered by the cPanel interface including chat rooms by disabling that functionality in the "disabled" feature list (WHM -> Packages -> Feature Manager).
To disable Entropychat in particular, uncheck the "Enabled" checkbox next to it in WHM -> Service Configuration -> Service Manager
