That blog post doesn't say that cPanel is replacing MySQL with MariaDB. That blog post is saying (a) IF you decide you want to replace MySQL with MariaDB, then the "Important" note applies, and (b) here is how you do it.
So they are telling you how you can do it, in the event that you want to. But cPanel themselves are continuing to use MySQL as the database of choice for cPanel and do not provide support for MariaDB issues. Sounds like a sensible and logical stance to me.
