Require incoming SMTP connections to send HELO before MAI - security risk?

Hello there,
I am abit new to this, I want people in my /24 to be able to use my cpanel box to send emails, If i have the Require incoming SMTP connections to send HELO before MAIL option enabled they keep getting the standard error message "50 Access denied - Invalid HELO name (See RFC2821 4.1.1.1)'" what i am worried about is having people use my smtp server to spam, is there any way to have my smtp server open so people on my /24 can send emails without any checks on exim but people outside of that /24 cannot?

Sorry for the nubbish question as i said i am new to this just looking for some advise.
