Login to WHM as root, create a new account (option on the left), then go to the Reseller Center (option on the left) and give the user whatever privileges you want.

i also tryed that but i encounter 2 posibilities:
    1. the reseler cannot create accounts (because of some restrictions)
    2. reseller coud create accounts, but with unlimitied disk space, transfer, etc...
whow can be created an reseseller accout in that way that the account he creat to fill up to his alocated disk quota (and no more)?

Edit their privileges via the Reseller Center and check the box to limit the accounts they can create by resource usage. If you only wish to allocate based on disk space, set the bandwidth to a ridiculously high number like 9999999999999999 MB
