No, he can use the same shared IP.

You do not need a dedicated IP address to make a reseller account. You can designate an IP address to be a reseller's main shared IP address, but this is optional, not required. You can host resellers with only one IP address on the server.

ok , my dedicated hostname is mydomain.com and my nameservers are ns1.mydomain.com and ns2.mydomain.com, he will need to change his domain dns setting at the registrar to ns1.mydomain.com and ns2.mydomain.com for his main domain, then he can have his own ns.hisdomain.com ? will i need to add this ns.hisdomain.com somewhere in whm ? thanks a lot for your patience

The documentation on this topic can explain things for you pretty good I think. Certainly worth a peek:
Understanding Reseller Accounts - cPanel Documentation
Edit Reseller Nameservers and Privileges - cPanel Documentation

he will need to change his domain dns setting at the registrar to ns1.mydomain.com and ns2.mydomain.com for his main domain
No. He'll need to change them to ns1.HISdomain.com

will i need to add this ns.hisdomain.com somewhere in whm ?
Yes. You can read all about that on the second link, just above.

thanks a lot for your patience
You're welcome. The docs are your friend, take them out to lunch and get a sandwich. :)
