Reseller accounts

I have problem with reseller accounts. No matter what i select in features list resellers can create any accounts with any package available in system with unlimited disk space and bandwisth. Even if I select "Disallow creation of accounts with packages that are not global or not owned by this user".

I can't change these settings, they are always unselected:

Further down on the list you can disable these settings after you check the Limit by resource usage.
