Reseller API creates accounts without dedicated IP.

WHM creates new accounts without problems.
But, new account, created over the reseller API (calls whmreq), created with
same package not have dedicated IP-address and park to shared IP.
This bug remains for any users, any packages (all packages are configured
with IP=y).

Presumably, this problem after upcp 2007-10-30.

Reseller==root, i.e. default.
