I am not understanding what exactly are you referring ?

Are you trying to provide the grant access rights to your users database in your reseller account ?

I don't think that if there is any such feature available in WHM/cPanel so far.

You can grant a specific user with a particular password to all those 20 databases. Install a phpmyadmin to the main reseller account and login to the phpmyadmin with the granted database username and password. You will be able to see all the databases.
