Reseller: "Create an Account" issue

Reseller: "Create an Account" issue

It seems our resellers ( using the bulk reseller system ) can not create an account unless the package is defined. They can't define the package there and then. Im being told they can do this with there other provider that is on the same build as us. Is this an isolated issue or is it something everyone has? Should I put in a request?
