Reseller namebased can't find IP

Hi,

CPANEL v 7.1.0 R20

Resellers can NOT create name based hosting if IP is set to the same IP used for main server accounts name based hosting.

Once I assign the reseller his own IP for name based hosting then accounts can be created just fine.

Has anyone else seen this problem? Why can't resellers create namebased accounts on the same IP as the main servers namebased accounts?
