Reseller Overage Notification

I've searched the forums for an answer to this, but I can't find exactly what I'm looking for.

A reseller has a certain amount of disk space and bandwidth associated with their account. What happens when the sum of all of their user accounts exceed either of these values? I would expect it to suspend all of their accounts.

We allow resellers to oversell, so it's possible that this could happen.

What I don't want to happen is either it just lock out the reseller but still allow the oversold accounts to function, or to just turn off the one that pushed it over the limit.

Also, where do I control when and what emails get sent to the reseller when they are approaching these limits?
