Reseller owned or root privileges?

What's the difference between setting up a reseller as "Make the new reseller own their own account" or having it under root?

Root Administrator
Under their own account allows them to control and update the website package and also has the space/bandwidth used by their domain charged to their allowance. Under the root account the space and bandwidth is charged to the root user's usage and the reseller can not modify the parameters of their domain hosting.
