Reseller privelages

Hi
I would like to know if it is possible to restrict Resellers to creating ONLY packages that you specify - i.e. they may not change any of the individual characteristics. I am particularly worried about the \"Shell Access\" one. So even if those individual characteristic options are removed completely?
