Reseller "Restore a Full Backup/cpmove File"

My reseller says he doesn't have the option "Restore a Full Backup/cpmove File" in WHM. I don't see any option in "Edit Reseller Nameservers and Privileges" to allow restoring cpmove files. Is it somewhere else or am I the only one who can restore them?
