Reseller setup (global or not owned)

Im setting permission while setting up a reseller account and don't know weather I should check this box or not!

Disallow creation of accounts with packages that are not global or not owned.

What does this mean?

Thats mean the reseller cant create account with package he didnt created in his WHM, mean he cant use another resellers packages to create an account.
