Reseller WHM (How to enable for him 'Email all users'?)

I have an reseller and I find that I can only enable the option 'Email all users' for him (which he needs) if I enable the option 'enable all features' for him. But it is not viable for us as it would mean allowing him 'Restart Services' option and others root function.

How can I enable the option for him without giving him all the priviledge through the 'Enable all features' option?

Please advice! Thank you!
