Resellers can change their username

Hi,

Since the upgrade to 11.30 it appears resellers can change their username if they own their own account.

Obviously this causes all sorts of problems with billing systems, if a reseller changes their username and password within WHM it no longer matches the account in our billing system so can't be terminated if they fail to pay.

How can we stop this from happening? There shouldn't be a way for resellers to change their username, only the root user should be able to do this.
