Reselling Licenses

I'm not 100% sure how to word this, so bear with me.

I've noticed many dedicated places offer cPanel for $25 per month on top of the server fee. Now, if I were to purchase my own dedicated box somewhere that doesn't have this deal, I'd be paying around $43 per month for a license.

My question is this: How would one go about being able to resell licenses for $25 per month?

Or is this a thing where they've got one giant license and they're using their license over and over again or what? I've looked at the purchasing options, and I'm not seeing where you can sign up for this type of usage.

Can anyone point me in the right direction?

most of them do it without much profit at all and they want you to lease a server from them so they give you options many expect at cheap prices. It also has to do with the fact a partner NOC is getting a ton of these lics which may mean volume pricing. There are also some guidelines and rules lic resellers try to follow when it comes to pricing.
