Hey there!
The "Resource Usage" plugin is actually part of CloudLinux, so if you aren't running that operating system you wouldn't see that option in cPanel.
If you are running CloudLinux you would need to check the WHM >> Feature Manager page to see if that is enabled for the feature list you are using, but the option won't be present at all on systems that aren't using CloudLinux.
