In trying to resolve one problem i have another. I restarted the server via WHM. When the server comes up I can access it via SSH but I cant access it via WHM. All i get is the page can not be displayed error in IE.

I see the following entries in the cpanel error log

    [/usr/local/cpanel/logs]# tail error_log
open3: exec of /usr/local/cpanel/whostmgr/bin/whostmgr roothtml failed at cpsrvd.pl line 3043

I'm having this problem too. It seems that you'll have to restart the cpanel manually each time you reboot through WHM.

    Type: /etc/init.d/cpanel restart

Same problem here, but I'm using FreeBSD-6.2. It's a fresh install however, and the install was messed up, so I suspected it to be must-reformat-whole-server issue. I've already done /scripts/upcp twice or so but no luck.

But it would be very nice if there's any way to fix this without reformatting the whole disk.

And by the way, the /usr/local/cpanel/whostmgr/bin/whostmgr isn't exist in my system.
    Code:
    # uname -sr
    FreeBSD 6.2-RELEASE
    # tail -1 /usr/local/cpanel/logs/error_log
open3: exec of /usr/local/cpanel/whostmgr/bin/whostmgr roothtml failed at cpsrvd.pl line 4135
    # ls -l /usr/local/cpanel/whostmgr/bin/whostmgr
ls: /usr/local/cpanel/whostmgr/bin/whostmgr: No such file or directory
    # ls -l /usr/local/cpanel/whostmgr/bin
ls: /usr/local/cpanel/whostmgr/bin: No such file or directory
    Any suggestions?

Have you already attempted a refresh of all cPanel files via /scripts/upcp --force ?
