restict access to specific user

    Hello,

    I need to setup a user on a cpanel server as well as on a plain server as follows;

    eg.
    user foo;
    1. has access to command 'tail'
    2. can check the status of any service.

    And that’s all. Nothing more than this. User ‘foo’ shall not be allowed to execute any other command.

    Can this be done? If yes, can anyone tell me how to do it?
    Please provide me the exact steps.
