Restoring incremental backups (not using rsync)

I'm thinking of switching to using incremental backups. I was wondering about the following. With full backups I have the fallback option of uploading full backups and then restore the accounts using these backups.

If I switch to incremental backups can I still simply download the /backup directory and in case of a server crash then just upload these backup files and restore the accounts this way?
