Restrict outgoing SMTP to root, exim, and mailman (FKA SMTP Tweak)

When I validate security advisor it is possible to restrict outgoing SMTP to root, exim, and mailman (FKA SMTP Tweak).
Is it possible within the current WHM version to block SMTP on particular accounts as applications will not send any email messages due to general restricted outgoing SMTP to root, exim, and mailman (FKA SMTP Tweak)?

AFAIK it's not possible, but if you have CSF it is, i.e. disable WHM's SMTP Restrictions and in CSF SMTP_BLOCK => ON and add in SMTP_ALLOWUSER the users you want to be able to use outgoing SMTP.

disable WHM's SMTP Restrictions and in CSF SMTP_BLOCK => ON and add in SMTP_ALLOWUSER XXXuser and all other within CONFIG file.

You can try this
Navigate to Home »Server Configuration »Tweak Settings. 2) Click on the tab 'Mail'. Here you can see the option 'Restrict outgoing SMTP to root, exim, and mailman'.
