Restrict resellers accessing Custom Locale download via WHM?

I noticed by default every reseller account can download Custom Locales.
Since I have paid to translation agencies hundreds of dollars for translation I would not want to let these be taken for way less.

Is it possible to restrict resellers downloading custom locale files? I did not seem to see such possibility in ACL reseller privileges edit page.

Unfortunately, we do not have a way to prevent this option currently. An existing internal case (42087) was opened on the issue.
