Restricting Apache ASP or JSP according to package purchased

Hi,
How would I go about limiting ASP or JSP Access so that my starter plans do not have this feature? And in order to use it they must upgrade to a higher plan.
ATM its possible to limit other things like disk space, shopping cart, etc.

You will create additional themes that will give your users access to certain features via the control panel. Whenthey upgrade plans, they get a new theme with more options on it, and vice versa if they downgrade.
