Is there any way to restrict cpanel login access by ip, or ip range on a per client basis on a shared server with many clients so that when a client provides their ips, we could restrict outside logins just for their particular site?

You could do it with your firewall, just restricting access to the cpanel ports to particular ip addresses - if you do find another way, I'd be interested to know as well!
