Restricting WHM

Hi,
I want to restrict some users (inside my company) using WHM to only have access to the account modification features for all accounts...but not service restarts, editing server settings etc.. can any one tell me how can I do that. I created a dummy account with reseller privilages, and tried different options in the previllages. But the account couldn't see the other accounts. How can I make the dummy reseller user to be able to edit all the accounts.

They will only be able to see accounts "owned" by the dummy account. After setting up the reseller account, you would need to change ownership of every account you want them to manage to that reseller. You, with the "root" login, will be able to see/manage "all" accounts. They will have to share the same login info for the one dummy reseller account, as an account can only have one owner.
