I know this is probably a lost cause, but is there any way to retrieve a backup for a user even if backups are disabled?

None that I know of. If it was a HTML site, it might be cached somewhere like google or wayback archives, but that's about it.

Depending how important the data is to you, you could take your drive to a data recovery place and pay them a small fortune to retrieve the data (maybe).

But if you don't have backups enabled, and you're not making backups off site, and then choose to delete the site - your data is pretty much gone.

There is no way you can get the backup of user if you have disabled the backup.
