The skeleton directory /root/cpanel3-skel has no files in ftp or public yet it displays some index page still...why?

Is there a secret other directory or something? This is for regular accounts, not resellers. Also, even worst it shows an index file of a domain home page that doesnt' even exist on the server!

What displays some index page? New accounts created?

The /root/cpanel3-skel directory is just a template directory that gets copied to new accounts when root creates a new account.
