Sandbox For cPanel API Based development?

Hi,

Title might be confusing here is what i need.

I've several web servers using cPanel which have over 300 accounts. Now i'm developing a new control panel for my company to create accounts, manage our customer list and setup / upgrade our software(s) etc. to whatever server / client we choose.

My problem is i dont want to use my current production servers to develop this. So is there a sandbox mode or something to use for development purposes ? Do i have to buy a new license ? (which i do not prefer ) Is it possible to use cpanel at our local servers more than 15 days by changing IP address ?
