scgi-bin permission

    One of my customers use CGI on scgi-bin folder and he have some files by 777 permission,
    the question is, is it possible that any body type a file url by this permission and cant see the file content?
    for example he have a file by this name: admin.pass and if anybody check the address: site.*/scgi-bin/admin.pass can see the file content.
