Is there a way to provide someone a login to WHM, but make it stripped down to just being able to restart services (httpd, ftpd, etc)

There is a way to do this however its not as easy as adding a username.

Setup a reseller account for the person you wish to have access to restart services and using the ACL list in the reseller manager edit the permissions so they can only do what functions you wish for them to have

They will login to whm same as root but will use their reseller username and pass

the reseller password is the same as the hosting account you setup and assigned reseller access to

and the url to access is

    https://domain.tld:2087
then use the username/password for the reseller account
