For a given domain I have an account that is an administrator and can manage all the functions and I want another account on the same domain that can only handle email. Is it possible to have such management? How it is possible to do it and how to log in for the user who only has to manage the email of that domain
I assume when you say domain, you mean a Cpanel Login ?
I've looked and can't see if this is possible.

At this time cPanel does not allow for multiple logins like this. You could though create an FTP account to manage mail though but you'd have to view mail through FTP rather than through a mail client and it wouldn't be able to manage the accounts themselves (creating/removing etc.)
