 How to create a database of new User ID and password (other than online creation) for access to Secure Folder for Linux web hosting?? If I create offline in Notepad in text format and upload it to my website, can we configure CPanel Secure settings to read from this text file and allow access to visitors ??

If you wanted to password protect a directory on your webspace, you can use the web protect option in cPanel. This basically just manipulates .htaccess files in your webspace, which you can manually update yourself as well.
