Security Policy Handling Failed - message displayed after user cPanel login

I recently adjusted our server's Password Strength Configuration (under WHM > Security Center). After that, I had a report of a user that, when logging into cPanel, received the message:

Security Policy Handling Failed
Please attempt to log in again.
If this problem persists, please contact the system admin.
If I changed the Password Strength Configuration back to the way it was, the problem went away.

In looking at the cPanel error log (at /usr/local/cpanel/logs/error_log) the following was being logged:

No security policy validation found. Probably caused by mismatch between configuration loaded by cpsrvd and securitypolicy.cgi.
This is usually a transient situation caused by reconfiguration of security policies while a user is logging in.
If the issue persists, try restarting cpsrvd.
Based on the error, cPanel was restarted with /etc/init.d/cpanel restart and now the problem has gone away.
