I recently adjusted our server's Password Strength Configuration (under WHM > Security Center). After that, I had a report of a user that, when logging into cPanel, received the message:
In looking at the cPanel error log (at /usr/local/cpanel/logs/error_log) the following was being logged:

If I changed the Password Strength Configuration back to the way it was, the problem went away.Security Policy Handling Failed
Please attempt to log in again.
If this problem persists, please contact the system admin.
In looking at the cPanel error log (at /usr/local/cpanel/logs/error_log) the following was being logged:
Based on the error, cPanel was restarted with /etc/init.d/cpanel restart and now the problem has gone away.No security policy validation found. Probably caused by mismatch between configuration loaded by cpsrvd and securitypolicy.cgi.
This is usually a transient situation caused by reconfiguration of security policies while a user is logging in.
If the issue persists, try restarting cpsrvd.
