I recently adjusted our server's Password Strength Configuration (under WHM > Security Center). After that, I had a report of a user that, when logging into cPanel, received the message:

If I changed the Password Strength Configuration back to the way it was, the problem went away.

In looking at the cPanel error log (at /usr/local/cpanel/logs/error_log) the following was being logged:

Based on the error, cPanel was restarted with /etc/init.d/cpanel restart and now the problem has gone away.

I hope this helps someone out there in the future. Thanks to cPanel Technical Analyst Jeff Peterson for the assist on this one!
