Security Questions stopping other locations

Security Questions not stopping other locations

I'm having an issue with my security questions not working. I setup the security questions and added my IP as a recognized IP, but when I login via my cell phone (different IP) or another location it still allows me in.

Any reason why it wouldn't ask for security question?

Edit: Figured it out.

Limit logins to verified IP Addresses needs to be selected under Configure Security Policies.
