Anyone know what this is for? Does it stop my clients from using SMTP on my server?
    OR
Does it stop my clients using cgi/php to connect to port 25 on open relays (ie. remote smtp)?
    OR
    something completely different?

    Hi

Where's the location of this setting ?

On the WHM > Tweak Security >
    I only have php open_basedir Tweak and mod_userdir Tweak. I'm using x theme, and WHM 8.4.0 S-92.

If there is trouble, it will find me
I believe it does the latter. I tried it on my server for a few hours and then removed it. If my memory serves me correctly, I removed it because it caused my manually installed Squirrelmail to quit working. Then again, I may be remembering wrong....
