If you got blocked on google, then you really ought to figure out why.
Changing your IP won't solve the problem if something untoward or spammy is happening, google will just block you again.
If you got blocked for sending bulk mail, then i'd personally look at services which offers such facilities like mailchimp.

Also, What are the DNS implications of changing your I.P.

Agree with @keat63 if you were blocked you were probably sending spam or forwarding spam via a forwarder. Before you change your sending ip you should find and stop the spam source.
