server crawl everytime it boots

This server is serving static files for months and since last night it slow down to crawl like heel. Http is responding(slow) and webpage can open but everytime I tried to connect ssh, the screen just freez there without and timeout message or anything. Ftp freezes too. The only way to ssh is to reboot the machine and right after it comes alive, I need to quickly ssh into the box and stop http. This has to be done about 3-5 times before I can get ssh operational. If I turn on httpd again in ssh, cpu usage will fly up to maximum and in less than 3 seconds, ssh freezes again and I will need to do the whole process in order to ssh in.

Http was optimized and apf was installed months ago when I setup the box initially. System log shows nothing specious except some tcp drop by firewall. The only recent change was upgrade cpanel from 9.x to 10. I am so desperate. Please help.
