server downtime issues... too many IP's blacklisted?

My laptop recently died due to low battery at 2% and I have been having issues with my server ever since.

I was told by my service provider to run a SSH command. /scripts/upcp --force

The result, is an error, several in fact.

Ignore the above comment, this is what it should say-

I am getting quite a few emails from my domains that my sites are offline, and then moments later they are back on. Or when I want to access WHM, I can't and need to reboot the server to get back on. I have well over 150 IP's on my blacklist. Is this normal? Is just bogging down my server?

Any recommendations?

Do you notice any output to /usr/local/apache/logs/error_log when the websites are not loading?

This is normal to have over 150 block IPs, as depends what some people trying to do on your server, example: it can be someone is trying to hack in into emails or SSH or do SPAM email posts via your server
