Server Encoding Settings? Identify and Change Possibly?

    Hey everyone, I have a Magento ecommerce website installed. It has a module that creates a txt product feed file in a directory on my server. If I use Filezilla to download that text file, the file comes up on my computer as Dos/Windows UTF-8. However, if I directly link to that text file or automatically upload it direct from the server, it comes through as UNIX ANSII or whatever. Bing shopping won't accept my product feed because it is coming through to them through the uploads as UNIX, instead of Dos/Windows.

    Can these settings be changed on my server so that by default the server spits out files in the Dos/Windows format? If so, how I would I go about doing that?
