You could just be under heavy load... in which case you should optimize your server to make the most of your resources (start with apache and mysql)... pay someone if you don't know anything about it or search around here and google.com to learn yourself.

Your server seems a bit underpowered. (Though you probably have enough ram.)

You could be suffering a DDOS attack. This could be done a number of ways.

You may also need to make sure that your users scripts are written correctly so that they don't use too many resources.

Could be anyone of the above... and possibly even combinations of the above that are cascading out of control.

You should also update your kernel to the latest (currently 2.4.21-27.0.2.EL)... since yours has a couple serious security issues.

High load can also be due to a lot processes waiting to write to disk. This can be caused by a combination of programmes doing a lot of writing to disk and slow hard drives. Reading from disk can be cached in memory and consequently fast on subsequent calls, unlike writing to disk. More RAM helps reduce swap, swap is when part of the harddrive is used to store data that should be in memory but there`s not enough of it, hence it has to be written to the hard drive and then re-accessed. I figure thats why a lot of servers use SCSI drives with 15K spin speeds and shed loads of RAM to reduce swap.
