server time always resets back to default

Has anyone experienced the problem whereby the server time resets back to the default after you set it in WHM? It doesn't matter what i choose, it goes back to the default after saying that it has set the new time.

WHM 7.4.0 cPanel 7.4.0-R4
FreeBSD 4.7-RELEASE - WHM X v2.1
