    We are trying to turn session cookies off for one domain and are not having a lot of luck with a .htaccess file.

    Can any one supply the full correct argument for this in a .htaccess file ?

    So, If I use this "php_value session.use_cookies "0"" in the .htaccess file, my php system will not write a cookie to visitors PC ?

    Not for PHP sessions, see the related documentation at: http://us.php.net/session

    Instead, PHP sessions will be recorded server-side. However, The PHP Group recommends using cookies rather than storing sessions on the server, as a security measure against social engineering.
